Time-of-day Tariff as an Electricity Demand-Side Management tool for the Residential Sector – A Methodology Contribution

This paper introduces a methodology for evaluation of time-of-use tariff impact in the residential sector. Taking as a point of departure various information related to energy consumption, namely on appliances ownership rates, on periods of appliance use and of energy service use, and also on the interest/motivation for modifying those utilisation periods, it is intended to estimate changes in consumption patterns as a result of consumers adopting time-of-use tariff. The methodological proposal is organised in three main procedural steps: estimation of load diagrams from diagrams of energy services use, evaluation of load shifting potential and estimation of load diagrams which reflect load shifting actions. An instrument has been developed for load diagrams estimation, using an algorithm of example-driven learning.
